Yeah. A five-story fire as opposed to a flame that she was to him - he made much more of an impact on her emotions than vice versa. That's what the entire song was about for me, I just don't see a sexual reference there.
But I guess with some of her music there isn't an universal interpretation as she hasn't explained each of her lyrics... Just makes it more interesting

A storey is a level/floor of a building, so a five-storey fire means a huge fire basically.
